Cirujano del ejército de EE.UU. Hijo del general confederado Josiah Gorgas (1818–83), sirvió muchos años en el ejército estadounidense. En 1898 estuvo a cargo de las medidas sanitarias en La Habana, junto con el cuerpo médico, donde realizó experimentos sobre la transmisión de la
fiebre amarilla por mosquitos, erradicándola efectivamente de la región. Enviado a Panamá en 1904, también erradicó esta misma enfermedad de la Zona del Canal y controló el
paludismo, removiendo así los obstáculos principales para la construcción del Canal de Panamá. Fue director de servicios de salud del ejército de EE.UU. entre 1914 y 1918.
